Evaluate whether/when we need ot add E2E encryption support
### Feature Description
Java and .Net support E2E encryption feature today. Very high-level it is a wrapper aroudn the COsmosClient that will handle the transparent encryption/decryption on the client - before sending documents to the service. Eventually we might need this in Rust. This issue is mostly for tracking purposes and to help triage at which milestone this needs to be added.
