Reference common Copilot instructions from eng/common

Similar to , reference Copilot instructions files under `eng/common`.

We need to review these and see which we want to reference explicitly, and whether we can just reference the directory and let Copilot figure out which to use based on `appliesTo`, or if we need to wire those up ourselves based on our own `appliesTo`.
