TypeSpec generated replacement for azure_resourcemanager_vmware

We'd like a typespec-rust generated crate for the Micrsoft.AVS 2024-09-01 API.

### Feature Description

We are able to use the unofficial [azure_mgmt_vmware](https://crates.io/crates/azure_mgmt_vmware) crate with previous API versions of Microsoft.AVS. We recently published Azure SDKs for the 2024-09-01 API all directly via TypeSpec. We would like a corresponding official Azure SDK for Rust crate.

For the upcoming Microsoft Hackathon, we would like to use the crate to see if we can use it with https://github.com/microsoft/wassette . I'm happy to use a git reference from a branch for that.
