Requesting a beta release of `azure-mgmt-authorization` 5.0.0b2 to PyPI.

The SDK code and CHANGELOG entry for `5.0.0b2` were merged on 2026-04-20 via PR #46223 (TypeSpec-generated update for the Authorization 2025-07-01-preview API). The merge added support for new Deny Assignment management plane operations (`DenyAssignmentsOperations.create_or_update` and `delete`), which are required to unblock a downstream Azure CLI feature: [Azure/azure-cli#33109](https://github.com/Azure/azure-cli/pull/33109).

The CLI PR is currently waiting on this PyPI publish so it can pin the new beta in `requirements.txt`. The CLI PR has been open for 26+ days awaiting reviewer assignment as well, so getting the package published would let us complete that workstream as soon as a reviewer is assigned.

The previous beta on PyPI is `5.0.0b1` (2025-07-24), so this would be the next bump in the 5.x beta train.
