Port over the changes made in .NET for handling 404/1002 in certain PPAF scenarios: https://github.com/Azure/azure-cosmos-dotnet-v3/pull/5447.
Changes have also been made in Java at this point: https://github.com/Azure/azure-sdk-for-java/pull/47631
