Description
Copilot uses health status MCP tool instead of release readiness MCP tool from DevEx MCP server to check if a package is ready for release. We need an update in copilot instructions to tweak it so that agent will first run DevEx MCP tool to check if a package is ready for release and if it fails then it will run health status check for the package.
