Create EngSys documentation consistency workflow

Based on the [JS agentic workflow](https://github.com/Azure/azure-sdk-for-js/blob/main/.github/workflows/docs-consistency-check.md), implement an agentic workflow for this repository that evaluates and attempts to fix documentation consistency issues across our central, shared repository documentation. Much of this can be pulled directly from the JS specification.
