[FEATURE REQ] mgmt, authorization, support creating Application with serviceTreeID

> All new Microsoft Entra app creations in Microsoft owned tenants must include service tree ID that the app should be attributed to. This allows any future security and compliance violations of the app to be quickly routed to the right owner for immediate action, improving the overall speed of Microsoft's security response. Associating apps with Service Tree from the start also provides other benefits. For example, a service owner can quickly identify all the Microsoft Entra apps they own from the service tree UI.
