Description
Includes:
1. Support sync resource base operations
a. Support TaskGroup sync invoke
b. (Final step, probably after migrating all premium libs to sync-stack) Replace sync implementation in base classes(e.g. `create` in `CreatableUpdatableImpl`)
2. Support sync `HttpPipelinePolicy`s
3. Support sync ARM operations for resource RP.
