SiteConfig.RemoteDebuggingEnabled doesn't take effect while creating multiple app service at the same time

After tested, I try to create multiple app services whose SiteConfig.RemoteDebuggingEnabled is set as `true` at the same time but SiteConfig.RemoteDebuggingEnabled of some of them are still `false`. Could you help to have a look? Thanks.
