Can we setup pnpm to have 7 day minimum release

https://github.com/Azure/azure-rest-api-specs/pull/43922 migrates to pnpm and we might want to have minimum release time. However need to account for exceptions (vulnerability fixes) that might need to be included earlier.

pnpm supports an exclusion list but this is just a temporary which will be stale so we might want to also enforce a way to keep it clean
