### Describe the bug
After adding the `ARMChangesRequested` label, the bot automatically removed it and added the auto signoff labels. Repeating such didn't help.
### Expected behavior
Ideally, the bot should detect that the reviewer (or someone else) added the `ARMChangesRequested`, with the intention to let author address comments. It should not apply auto signoff labels in such cases. Also, the `ARMChangesRequested` label should stay to indicate the current review state.
### Actual behavior
After adding the `ARMChangesRequested` label, the bot automatically removed it and added the auto signoff labels. Repeating such didn't help.
