[EngSys] Get checks passing (or suppressed) for ai-foundry

This PR should represent the latest plan to merge this spec to main:

Currently, many checks are failing, so each PR will require manual override.

While this spec may fall outside many of the normal guidelines, it shouldn't have to merge red. Let's get all checks passing, or at least permanently suppressed, so most PRs can be green (even if some checks are no-ops).
