New API Request: Azure Functions

Now there are no APIs to create Azure Functions resource. We only have a workaround which is to use App Service APIs with a bunch of internal app setting environment variables. It would be better if we could have a dedicated public API to do so because it is error-prone and subject to change to use such an internal workaround method.
