[Question] Why are there two separated api specs for Azure OpenAI (authoring and inference) ? How to bundle these two?

### Question/Query

I want to use Azure OpenAI behind Azure APIM. I tried to use the APIM wizard to import Azure OpenAI API into APIM, but it seems that only inference API is imported. I need both inference and authoring APIs. I tried to bundle the specifications myself but I was not able to import the bundled file into APIM. Is there a documented way to merge these two specs into one file? Is there a place where I can find this bundled file?
