Description

Watch workflow: https://github.com/Azure/azure-rest-api-specs/actions/runs/14371008117/job/40293930985

In this case, the check run reported a neutral status and the LintDiff workflow reported success. The LintDiff workflow can never report a neutral status.

How should neutral be treated w/r/t a workflow's reported success or failure?

Research direction

Start with the linked Watch workflow run and inspect the neutral check-run result alongside the LintDiff workflow's success result. Trace where these workflow outcomes are interpreted, then establish and apply the expected relationship between neutral and success or failure.
