[BUG] Fix automation to update comment with link to APIView

### Describe the bug

The automation currently puts a comment in spec PRs that should contain a link to the APIView(s) when they have finished. But this comment is not getting updated. Here's a screenshot from the linked PR:

### Expected behavior

Update the comment with a link to the APIView when it is ready.

### Actual behavior

Comment not updated.

### Reproduction Steps

Look at a spec PR

### Environment

Start with the automation behavior described in spec PR #31929 and inspect how its comment is created and later updated. Reproduce the issue on a spec PR and trace why the APIView link is not written. Done means the existing comment is updated with the APIView link when the view is ready.
