Having trouble with attach deatch data disk api

It seems like the attach deatch data disk api doesn't work in some regions and for some subscriptions:

Leads to two errors:
_The subscription is not enabled for using the attach detach data disks API._

_The attach detach data disks API is not enabled for the region._
