**Description**: Update the Phone Numbers API with new methods that will enable customers to acquire phone numbers via a shopping cart-like experience. This includes a new browse API that can return multiple available phone numbers synchronously, instead of using LROs to search for a single phone number to be acquired by the customer. The numbers returned by the browse method are not reserved, thus we also provide the ability to create and manage reservations, which lock phone numbers for a limited time. Then, when the customer is ready to acquire all numbers in the reservation, they can start a purchase operation that will apply to all the reserved numbers.
