The [Generate Cost Details Report - Create Operation](https://learn.microsoft.com/en-us/rest/api/cost-management/generate-cost-details-report/create-operation?tabs=HTTP&tryIt=true&source=docs#code-try-0) API returns 404 when **scope** is set to resource group ID (responds as expected to subscription ID).
