Default tag of “Microsoft.Authorization” not working

There is a customer issue [here](https://docs.microsoft.com/en-us/answers/questions/828469/index.html) reported by @ssivas. It seems the default tag of “Microsoft.Authorization” has some features not onboard. As our SDK is auto-generated according to it, we need service team to help to resolve it.
