Microsoft.Resources does not implement operation list in api version 2021-01-01

It seems although the function is defined in Swagger, https://github.com/Azure/azure-rest-api-specs/blob/7b89a1a3fcb08b6f9f12ee67049b6b8d561ad684/specification/resources/resource-manager/Microsoft.Resources/stable/2021-01-01/resources.json#L37, it is not implmented in service side.

Start with the linked resources.json entry at line 37 and compare its declared list operation with the service behavior shown in the issue attachment. Determine whether the discrepancy belongs in the REST specification or requires a service-side fix; completion would require an agreed resolution for the 2021-01-01 operation.
