Description

Hi,

Based on this comment:

https://github.com/Azure/azure-rest-api-specs/blob/7aab498aa16b772fa56c1c9bba3bfeb4103a4e43/specification/redis/resource-manager/Microsoft.Cache/stable/2020-06-01/redis.json#L1970

I have expected a create operation to return the access keys but it didn't.
Is it _always_, _never_ or _only under some specific circumstances_ expected to return the keys?

Research direction

Start with specification/redis/resource-manager/Microsoft.Cache/stable/2020-06-01/redis.json around line 1970 and compare the create operation's documented response with the issue's observed behavior. Confirm whether the access-key response is always, never, or conditionally returned, then update the documentation so the expected behavior is unambiguous.
