Description
After tested, seems [Virtual Network API](https://github.com/Azure/azure-rest-api-specs/blob/5dd83515fbfd160197f06703f626b1d96ac4d3f4/specification/network/resource-manager/Microsoft.Network/stable/2020-07-01/virtualNetwork.json#L158) cannot change the order of [DNS Servers](https://github.com/Azure/azure-rest-api-specs/blob/5dd83515fbfd160197f06703f626b1d96ac4d3f4/specification/network/resource-manager/Microsoft.Network/stable/2020-07-01/virtualNetwork.json#L1836). I assume DNS server order matters, or at least should matter, wrt to the order of name resolution. This seems like an API bug.
