Description

After tested, seems [Virtual Network API](https://github.com/Azure/azure-rest-api-specs/blob/5dd83515fbfd160197f06703f626b1d96ac4d3f4/specification/network/resource-manager/Microsoft.Network/stable/2020-07-01/virtualNetwork.json#L158) cannot change the order of [DNS Servers](https://github.com/Azure/azure-rest-api-specs/blob/5dd83515fbfd160197f06703f626b1d96ac4d3f4/specification/network/resource-manager/Microsoft.Network/stable/2020-07-01/virtualNetwork.json#L1836). I assume DNS server order matters, or at least should matter, wrt to the order of name resolution. This seems like an API bug.

Check how DNS server order is represented and whether the specification permits changing it; confirm the expected ordering behavior before defining the issue as resolved.
