Description
[With ManagementGroup swagger definitions mixed in with Microsoft.Resources](https://github.com/Azure/azure-rest-api-specs/blob/1959aa63dd7a626aac36cc0e6b8c656dd2c1791d/specification/resources/resource-manager/Microsoft.Resources/stable/2020-06-01/resources.json#L752) was creating Linter errors [R3030](https://dev.azure.com/azure-sdk/public/_build/results?buildId=561264&view=logs&j=688669d0-441c-57c3-cf6d-f89a22ccfa5d&t=923b5a90-e462-5994-c166-86509c6bf5f2&l=2867) from this [PR](https://github.com/Azure/azure-rest-api-specs/pull/10869) as an example.
We should refactor them out into separate folders just like other RPs under ResourceManager umbrella.
