### Issue Details

### Repro steps (*if necessary, delete otherwise*)
1. Create a new resource group
2. Use the ARM template by clicking on the button here, https://azure.microsoft.com/en-us/resources/templates/sonarqube-azuresql. Only changes made are the credentials in the fields, nothing else is changed.
3. Azure completes
4. RDP into the VM
5. No service named SonarQube is found on the server

Research direction

Start with the sonarqube-azuresql template linked in the issue, deploy it using the documented reproduction steps, and RDP into the resulting VM. Check why the SonarQube service is absent after Azure reports completion. Done means a fresh deployment installs and exposes a SonarQube service on the server.
