Replace Azure Job Scheduler + ASB template with a valid alternative

### Issue Details

With Azure Scheduler Service already retired for almost a year, I didn't expect to find a template for ASB + Scheduler. Instead I would have hoped for ASB + Logic app or ASB + Funtion for scheduling messages, or maybe even both (with the explanation which solution to use in which scenario)

Start with the linked 101-scheduler-service-bus template and verify how its Azure Scheduler and Service Bus pieces are defined. Compare the proposed Logic App and Function alternatives, then consider the work done when the retired Scheduler-based template has a valid replacement and the appropriate scenario for each option is explained.
