### Login to the OpenVPN access server fails after successful deployment

### Repro steps (*if necessary, delete otherwise*)
1. Tried default openvpn user and password I submitted in the parameters
2. Admin login will not work either, used defined Admin username and password submitted in the parameters
3. Have tried to SSH using a pair I created from PS command
4. Tried SSH key and password in 3 different attempts to deploy
5. Result is the same - deployment is successful but login to the server fails - used port 943 as well

Start with the openvpn-access-server-ubuntu template linked in the issue and review its deployment parameters and login configuration. Reproduce a deployment using the reported credentials and SSH options, then verify that the OpenVPN and administrator logins work on the deployed server.
