Automation Managed Node Template Fails Deploy to Azure

### Issue Details
Deploy to Azure fails when directly clicking on the template and filling in the details.

### Repro steps (*if necessary, delete otherwise*)
1.Click Deploy to Azure
2.Change location to "west europe"
3.Enter admin username and password
4.Click Save + Create
5.Network provision succeeds however configuration provisioning fails after 2 or so hours.

Start with the 101-automation-configuration template linked in the issue and reproduce the west Europe deployment using the listed steps. Inspect the Azure deployment details to identify why configuration provisioning fails after network provisioning; done means the template completes successfully through configuration provisioning.
