SonarQube Secure Installation - Not able to access HTTPs url

### Issue Details
I have installed SonarQube using secure install option. But After deployment https url is not working where as http url works fine. I have also installed the Java 11
getting following error:
403 - Forbidden: Access is denied.
You do not have permission to view this directory or page using the credentials that you supplied.
### Repro steps (*if necessary, delete otherwise*)
1. Deployed using Template

Start with the sonarqube-azuresql template linked in the issue and reproduce the secure installation using the listed deployment step. Compare the working HTTP endpoint with the failing HTTPS endpoint and investigate the reported 403; done means the template's secure deployment provides a working HTTPS URL or clearly documents the limitation.
