Add GEN-WILDCARD-CERT-PFXDATA ?

I'm raising this issue, because I'm facing some issues in the unit tests of my Merge Request [WAF (v2) with APIM internal and SSL certificates](https://github.com/Azure/azure-quickstart-templates/pull/7101)

### Issue Details
For an APIM with SSL certificates, I need to have a wildcard certificate, and when I have a look to `1-CONTRIBUTION-GUIDE`, I don't find a way to generate it.

Is it possible to add a way to generate wildcard cert, such as `GEN-WILDCARD-CERT-PFXDATA` and its password?

Start with the `1-CONTRIBUTION-GUIDE` referenced in the issue and inspect the unit tests in the linked WAF/APIM pull request. Determine how contribution-time certificate data and passwords are currently generated, then define the wildcard certificate inputs needed by APIM. Done means the guide and generation path support wildcard PFX data and its password, with the affected tests passing.
