Auth issue when deploying template

### Repro steps (*if necessary, delete otherwise*)
1. copy text
2. paste into Custom Template Deployment
3. deploy
4. auth fails
5.

Start with the 101-vnet-two-subnets template and reproduce the deployment through Custom Template Deployment using the issue's steps. Trace the AuthenticationFailed response and define done as a successful deployment without the missing Authorization-header error.
