DataFactoryPropertyUpdateNotSupported error when creating via ARM template.

### Repro steps (*if necessary, delete otherwise*)
1. Install SQL-MI, ADF
2. Go to https://docs.microsoft.com/en-us/azure/data-factory/create-self-hosted-integration-runtime
3. Click on this Azure Resource Manager template to go to 101-vms-with-selfhost-integration-runtime
4. Click Deploy to Azure
5. Enter valid values and click Purchase

Observe Error
DataFactoryPropertyUpdateNotSupported "Updating property type is not supported."

Start with the 101-vms-with-selfhost-integration-runtime template linked in the issue and reproduce the deployment using the listed SQL-MI and Azure Data Factory setup.
