### Issue Details

In our environment we have a policy which does not allow Public IP addresses to be created.

Is the Public IP addr strictly necessary for this to work?
Can it be removed and stick only to private networks?

Research direction

The issue does not identify a template or file; begin by finding which Azure Quickstart Template uses the questioned public IP. Read that template's networking resources and deployment requirements, then verify whether private networking works in the relevant environment. Done means the specific template and any required documentation or configuration change are identified.
