How to build a Linux template that takes argument into the vm

I just wanted to understand somethings here, I want to build a Linux Ubuntu 14.04 template that already has a Postgre database inside it, I want to build the template in such a way so that when the template first builds the vm the static ip of the linux vm should get updated inside the vm's database on first boot, also the vm ip should remain static so that it does not change after a reboot, and how can I build it so that I can block the ssh 22 port on it any suggestion will be appreciated
