Unable to configure Directline Channel with ARM

I am referring to Cortana template and creating a Bot Service using ARM template. The issue is I have set enabled channels to webchat, directline and also have config element with directline endpoint url. But after rm deploy the directline channel does not shows up on Channels blade on Azure Portal. How to fix this?
