Start with the sharepoint-server-farm-ha template linked in the issue and inspect its DSC extension configuration, especially the WmfVersion parameter. Review the VM's DSC extension logs under C:\WindowsAzure\Logs\Plugins\Microsoft.Powershell.DSC\2.26.1.0 and compare the configured WMF version with the VM environment. Done means the template can create the SharePoint farm without the DSC extension installation failure.
