Attaching additional managed data disks after Azure VM provisioning and initialization of data disks

Hello Team,
Really appreciate if you could help me with the below requirements in single ARM template,
1)ARM template for adding domain groups to Azure VM local administrator group....
2)i need way to add additional data disks to azure VM after VM is provisioned if any ad hoc request comes in
3) Everytime for new application if it is web and app server it should create new reaource group and if it is DB server it should select existing resource group
4) there are environments Dev and Test when I select Test environment and if i select High Availability Yes option it ahould spin 2 VMs in availability sets named A and B
