Can we set tags at resourcegroup level in an ARM template instead of at resource level

I coudlnt find any sample templates for this. The one I am trying to work with fail when add a tags section to the template section
` 'Could not find member 'tags' on object of type 'Template'. `

There is nothing in [this link](https://docs.microsoft.com/en-us/azure/azure-resource-manager/resource-group-authoring-templates) saying if tis supported.
