Description

### Issue Details

If the deployment has a child deployment, when the child deployment succeeded and the parent deployment is still in progress, Azure Portal will show `Last Deployment: Succeeded`.
IMO, it's confusing.

Research direction

The report concerns Azure Portal status for parent and child deployments, but names no repository file or test. First verify whether azure-quickstart-templates can affect this portal behavior; done would require a confirmed repository-level change or a clear handoff to the Azure Portal owner.
