SQLOA not work on template of sharepoint-server-farm-ha

### Issue Details

The SQLAO cannot create the ag-listener.
The cluster role not configured correctly.
The _fc recorder register a 169.x.x.x IP.
The AG named with prefix DNSPREFIX (it should not a issue, but not normally )
### Repro steps (_if necessary, delete otherwise_)

1 No edit the template
2. input parameters
new RG / West east
SPWEBIPRGNAME=blank,
DNSPREFIX =es-spa,
SQLLBIPADDRESS = 10.0.0.6 (same as staticSubnet, but not eq sqlSubnet
3. validate and create without any issue
4. find issue

Start with the sharepoint-server-farm-ha template and reproduce the deployment using the listed parameters, including the West east region setting and SQLLBIPADDRESS. Inspect the SQL availability-group listener, cluster role configuration, and _fc recorder address; done means the listener and cluster are configured correctly and the recorder does not register a 169.x.x.x address.
