Error with visual-studio-vsobuildagent-vm

### Issue Details

I have tried to create one of these VMs multiple times with different names for vm etc. No errors in validation step, it starts deploying and then givees me the following error:


Start with the visual-studio-vsobuildagent-vm template linked in the issue and reproduce its deployment using a fresh VM name. Compare the deployment failure with the linked error image; the issue is done when the template deploys successfully without that error.
