Wanted: template to create VMs and LB and upgrade VMs to be a new domain controllers in an existing forest.

Create a template that:
1. Creates a two Windows VMs
2. Joins them to an existing domain
3. Installs AD Domain Services
4. Upgrade the new VMs to be new domain controllers in an existing forest.
5. Places a load balancer in front of the new VMs (is this necessary?)

Start by reviewing existing Azure Quickstart Templates for VM, networking, and domain-service patterns. Define the template around the five requested steps, and resolve whether a load balancer is necessary before considering the work complete.
