101-acs-swarm template - does this support more than one agent1?

Using the 101-acs-swarm template, I've always had Invalid Template errors when I ask for more than one agent. I've requested 3 and seen it fail, but using the exact same parameters - apart from setting the agent count to 1 - works OK. This has been true for regions West Europe and Central US.

Start with the 101-acs-swarm template and reproduce the deployment using the same parameters in West Europe and Central US, changing only the agent count between 1 and 3. Compare the resulting validation errors and determine whether the template supports multiple agents; done means the supported configuration is clear and the reported Invalid Template failure is addressed or documented.
