Description
> On 30 September 2025, Basic SKU public IP addresses will be retired in Azure. You can continue to use your existing Basic SKU public IP addresses until then, however, you'll **_no longer be able to create new ones after 31 March 2025_**.
All of the Windows VM templates specify Basic Dynamic public IP addresses and are starting to fail with the error:
`Cannot create more that 0 IPv4 Basic SKU public IP addresses for this subscription in this region.`

Research direction
Review the Windows VM templates that specify Basic Dynamic public IP addresses and identify their public-IP SKU settings. Update the affected templates so deployments no longer request retired Basic SKU addresses, then validate the templates against Azure deployment checks.
