Should plan to remove the Deploy-AzureResourceGroup script

To align with the [end of support](https://learn.microsoft.com/powershell/azure/migrate-from-azurerm-to-az) for the Azure**RM** module coming up on February 29, 2024, it would be good to plan for deleting the script [Deploy-AzureResourceGroup.ps1](https://github.com/Azure/azure-quickstart-templates/blob/master/Deploy-AzureResourceGroup.ps1), that uses the module commands. Please use this Issue to express any concerns or requirements.

This should not impact the Deploy-AzTemplate.ps1 script that uses the Az PowerShell modules.

Start by reading Deploy-AzureResourceGroup.ps1 and compare it with Deploy-AzTemplate.ps1, which the issue says must not be affected. Search the repository for references to the AzureRM script before deciding what else needs attention. Done means the obsolete script is removed without impacting the Az-based script.
