Hi. It looks like this template does not work anymore. The error which I receive:
`The guid specified for parameter hostId must not be Guid.Empty.
Parameter name: hostId (Code: BadArgument, Target: ThrowEmptyGuidNotAllowedException)`

### Repro steps (*if necessary, delete otherwise*)
1. Deploy to Azure
2. Deploy fails with the error

Open the visual-studio-team-services-project-create template linked in the issue and reproduce the deployment in Azure using the listed steps. Trace which template resource or parameter produces the empty hostId error; done means the template deploys successfully without the BadArgument failure.
