Description

### Issue Details
Dear owners,
I am working on bicep for Cosmos MongoDB, I found that we can add a couple of IPV4 Addresses or CIDRs in Mongo settings - Networking - Firewall. But unfortunately, we are not able to specific a list of IP addresses in 'IpAddressOrRange' [document](https://learn.microsoft.com/en-us/azure/templates/microsoft.documentdb/databaseaccounts?pivots=deployment-language-bicep#ipaddressorrange)

Is this intended design or I misuse something here? Please let me know if any more details are needed, thanks in advance!

Research direction

Start with the linked Azure Cosmos DB database account documentation and the MongoDB firewall settings described in the issue. Verify whether IpAddressOrRange supports multiple IPv4 addresses or CIDRs, and whether the limitation is in the documented schema or the service; done means documenting the intended behavior or identifying the specific template change needed.
