Creatine a private endpoint has not option in options for target sub-resource drop-down menu

### Issue Details
I create workspace with template, but not able to create a private endpoint, because don't have any options in Target sub-resource
If I create Databricks workspace with market place - I can create endpoint and have two options for target sub-resource.

Start with quickstarts/microsoft.databricks/databricks-all-in-one-template-for-vnet-injection/main.bicep and reproduce the private endpoint creation flow described in the issue. Compare the template-created workspace with one created through the marketplace, then verify that the target sub-resource options are available for the template deployment.
