Can the template be updated to spin a ubuntu 20.04 LTS instead of the EOL Ubuntu 16.04 LTS?
### Issue Details
I noticed on the template file that the base OS for the container image is an outdated version of Ubuntu (16.04 LTS)
I wonder if that is on purpose, like because the CKAN relies on an old library that is only available on the older version or something else.
I apologize for any inconvenience, you see I am new to all this and have been tasked in upgrading a local instance for a cloud.
